After a quarter-century tenure at BNSF Railway, Matt Garland is transitioning to the helm of Hallcon. The North American mobility and infrastructure provider named Garland its new Chief Executive Officer on June 30, 2026, tasking the veteran rail leader with steering the company’s ongoing expansion and operational strategy.
For his part, Garland intends to leverage his deep sector experience to refine Hallcon’s service model. The company provides wide-ranging infrastructure solutions—from electric vehicle support to integrated command centers—for clients spanning the healthcare, manufacturing, and public transit sectors. Garland holds both a Bachelor of Business Administration from the University of New Mexico and an MBA from Texas Christian University.
