Cognizant and Domyn Partner to Scale Sovereign AI Across EMEA

Geopolitical pressures are reshaping cloud infrastructure, prompting Cognizant and European AI firm Domyn to launch a strategic partnership. The collaboration focuses on delivering sovereign AI systems that keep sensitive data within client-controlled environments, specifically targeting highly regulated sectors across the UK, Europe, and the Middle East.

The agreement integrates Domyn’s end-to-end infrastructure—covering compute, proprietary models, and governance—with Cognizant’s enterprise deployment capabilities. While Domyn provides the underlying LLMs designed for on-premise or private cloud configurations, Cognizant will manage the integration layer. This includes training domain-specific small language models (SLMs), building industry-tailored agents, and handling the complex data pipelines necessary for secure, compliant AI operations.

This shift addresses a growing market demand for data independence. According to Gartner, geopolitical factors are expected to drive 50% of cloud AI workloads to sovereign deployment models by 2029, a sharp increase from 5% in 2025. By embedding human-in-the-loop compliance frameworks, the partnership aims to provide institutions with the ability to scale AI without relinquishing control over their internal intelligence or regulatory standing. Manoj Mehta, President of EMEA at Cognizant, noted that the collaboration allows regulated organizations to pursue transformational outcomes while maintaining strict data sovereignty.
