Vanguard, BKL and Franklin Templeton have announced a series of strategic leadership appointments to bolster their international wealth management and advisory operations. These shifts reflect a broader trend of firms recruiting specialized talent to navigate complex tax environments and expanding global investment mandates.

Executive Appointments at Vanguard, BKL and Franklin Templeton

Vanguard has appointed Rachel Baxter as head of investment management for Europe, based in London. Baxter, who previously co-led the firm's US bond index team, will oversee portfolio management, research, and trading across European operations. She succeeds Geoff Parish, who is returning to the US to serve as global head of fixed income indexing. Vanguard currently manages $13.3 trillion in global assets.

In the UK, advisory firm BKL has named Paul Barham as head of personal taxes. Barham, formerly of Forvis Mazars, brings over 25 years of experience in inheritance tax, succession planning and international wealth structuring. His arrival supports BKL's ongoing expansion of its private client division, following the recent hires of Tommy Roy and Amanda Varrall.

Meanwhile, Franklin Templeton has created a new position within its UK wholesale team, appointing Carl Tomlin as business development director effective July 6, 2026. Tomlin joins with two decades of industry experience, including previous roles at Aviva Investors and Columbia Threadneedle. The firm intends to leverage his regional network to strengthen client relationships across the UK.
