The partnership targets the archipelago’s growing tourism sector, which saw arrivals reach 1.18 million in 2024. Moov, currently developing an intercontinental aviation network dubbed the Atlantic Gateway, plans to utilize the eVTOLs for shuttle services between resorts, ports, and airports. Operations are expected to span islands including São Vicente, Santo Antão, Sal, Praia, and Boa Vista.

Johann Bordais, CEO of Eve, cited the country's geographic diversity and infrastructure momentum as primary drivers for the collaboration. Captain Alvaro N. de Oliveira, founder of Moov, noted that the move is designed to integrate premium, sustainable transportation into the firm’s broader strategy for the mid-Atlantic region. The initiative complements ongoing local investments in airport modernization and transport infrastructure, which are central to the nation's economic development goals.
