Dallas-based Civitas Capital Group has officially filed Form I-956F with U.S. Citizenship and Immigration Services for The Summit, a 164-unit multifamily development in Avon, Colorado. This regulatory milestone clears the path for EB-5 investors to participate in the rural project, which recently secured a $104 million construction loan.

Designated as a rural Targeted Employment Area, The Summit allows investors to commit at the $800,000 threshold rather than the standard $1.05 million. Beyond the lower entry cost, the project offers priority processing for I-526E petitions and access to a dedicated 20 percent visa set-aside, providing a strategic advantage for applicants looking to avoid retrogression. Jeff Kiser, Managing Director at Civitas, noted that the fund expects to accommodate approximately 100 EB-5 investors as interest in rural opportunities intensifies toward the end of the year.

Developed by Grand Peaks Development, the site at 130 West Beaver Creek Boulevard sits in the heart of Avon’s commercial center. The project, which includes 20 units of affordable housing and 5,000 square feet of commercial space, has secured up to $11.84 million in public financing from the town. With senior construction financing already closed, builders anticipate breaking ground in the third quarter of 2026. The development aims to address acute housing demand from major local employers, including Vail Resorts and Vail Health, which frequently lease units to retain staff in the competitive Eagle County market.
