The project represents a public-private partnership between the Diamond State Port Corporation and Enstructure, a marine terminal operator. With a total investment of $669 million—funded by the state, private capital, and federal grants—the terminal is designed to handle large-scale shipping vessels. Plans include a 2,700-foot quay and the capacity to process 1.2 million TEUs annually, supported by a fleet of electric gantry cranes. By utilizing the site’s proximity to I-95 and Class I rail services, the terminal intends to serve as a gateway for the Mid-Atlantic and Northeast industrial markets, reaching 120 million consumers within a 500-mile radius.
Delaware Breaks Ground on $669 Million Container Terminal
State officials and industry leaders gathered in Wilmington on September 14 to break ground on the Delaware Container Terminal, a massive infrastructure project at the former Edgemoor industrial site. Scheduled to open in 2029, the facility aims to reshape regional logistics and nearly double container capacity along the Delaware River.

Beyond logistics, the terminal emphasizes environmental sustainability through the use of the EPA’s Clean Ports funding. Operations will feature electric cargo-handling equipment intended to eliminate diesel emissions and reduce noise pollution for neighboring communities. Officials anticipate the development will create thousands of union jobs in maritime and construction sectors, marking what Governor Matthew Meyer described as a pivotal shift toward long-term economic competitiveness for the state.
