Ho Chi Minh City Leverages New Diplomatic Ties to Drive Urban Expansion

The event brought together international leaders to finalize a framework for multilateral cooperation, specifically targeting the integration of deep-water port data and supply chain management. By focusing on the Cai Mep-Thi Vai port cluster—which now ranks 19th globally—the city aims to transform its logistical capacity into a hub for sustainable, next-generation maritime trade. This diplomatic push is supported by a robust legal foundation, including the National Assembly’s recent Law on Urban Development and Politburo Resolution No. 09-NQ/TW, which mandate a rapid increase in GRDP per capita to 14,000 USD by 2030.

Since merging with Binh Duong and Ba Ria-Vung Tau in July 2025, the city has consolidated three distinct economic engines: a high-tech manufacturing base, a financial services core, and a marine tourism sector. This unified territory now hosts over 20,000 active foreign direct investment projects. Economic performance reflects this scale, with the city generating nearly 60 billion USD in the first half of 2026, accounting for a quarter of Vietnam’s national GDP. Officials intend to use these diplomatic channels to secure the high-tech talent and green-industry standards necessary to maintain this growth trajectory.
