A Decade of Data: How NUHS Redefined Value-Based Care in Singapore

Since adopting the Value-Driven Outcomes framework in 2015, the system has moved beyond traditional metrics to track over 75 clinical conditions. This shift has prevented 793 emergency readmissions within 30-day windows, proving that clinical efficiency and patient wellbeing can scale simultaneously. The results were highlighted at the AVBC Symposium 2026, where officials noted that the model has evolved from pilot programs at the National University Hospital into a national standard for Singapore’s public acute hospitals.

Central to this transformation is the 'Home First' strategy and the expansion of virtual care. The NUHS@Home program has facilitated recovery for 11,400 patients, while the Virtual Care Centre has diverted thousands from emergency departments by providing remote triage. By integrating patient-reported outcomes—such as tracking anxiety and fatigue in stroke survivors—the system now captures a holistic view of recovery that standard clinical data often misses. As the organization enters its next decade, it plans to deepen these practices by embedding value-based measurement into every layer of workforce training and care delivery.
