The service, which launched in 2023, integrates primary care, mental health support, and specialist referrals, including dermatology and cardiology, without the need for traditional referrals.
Blue Shield of California Scales Virtual Care to 410,000 Members
Starting in January 2027, Blue Shield of California will expand its Virtual Blue program to an additional 260,000 members. The move boosts total enrollment to over 410,000, offering fully insured mid-size employer groups and specific individual plan holders unlimited access to virtual primary and behavioral healthcare at no out-of-pocket cost.

Internal data suggests the virtual model effectively lowers financial and logistical hurdles to treatment. According to the insurer, Virtual Blue users have seen a 7–10% reduction in overall care costs, averaging $468 in annual savings per member. Furthermore, the program has helped reduce emergency room visits by over 10%, as 60% of surveyed members indicated they would have otherwise delayed care or sought expensive urgent services. Dr. Carol Koeble, senior medical director at the nonprofit, noted that removing these barriers facilitates earlier intervention for chronic conditions, which currently account for nearly three-quarters of the program's total utilization.
