Iowa Scholarship Granting Organization Taps Odyssey for Federal Tax Credit

Starting January 1, 2027, Iowa families will gain new avenues for educational funding as the Iowa Scholarship Granting Organization (ISGO) partners with tech firm Odyssey to manage the state’s rollout of the federal Education Freedom Tax Credit program, an initiative championed by Governor Kim Reynolds.

The program, established under the One Big Beautiful Bill Act, allows taxpayers to claim federal tax credits of up to $1,700 in exchange for donations to qualified organizations. These funds are earmarked for tuition at nonpublic schools and other qualifying educational expenses. ISGO, formed by existing School Tuition Organizations with two decades of local experience, intends to keep all administrative resources within the state rather than outsourcing the management of these scholarship dollars.

Odyssey will provide the digital infrastructure required to scale the program, including tools for donor engagement, eligibility verification, and scholarship distribution. According to Trish Wilger, Executive Director of the Iowa Alliance for Choice in Education, the partnership aims to simplify the application process for families. Odyssey CEO Joe Connor noted that the collaboration builds upon the company’s history of managing Iowa’s state-level Education Savings Account programs, ensuring a familiar, secure interface for donors and applicants as the federal credit takes effect.
